Quick verdict

ElevenLabs puts many audio tools behind one credit pool: text to speech in 74 languages, voice cloning, dubbing, sound effects, Scribe transcription, ElevenAgents for real-time voice agents and Eleven Music, which makes songs with vocals or instrumentals. Free has 10,000 credits a month. Starter is $6 a month with 30,000 credits, Creator $22 with 121,000 and Pro $99 with 600,000. Yearly billing is ten times the monthly price, paid up front: $60, $220 and $990. Prices exclude taxes.

Commercial use is set by plan. Free has no commercial license, and publishing anything from it requires attribution. All paid plans include a commercial license, as long as you are not using Beta Services, and ElevenLabs' terms say that, as between you and ElevenLabs, you retain all rights in your output. Music carries extra limits: Starter is commercial with no streaming distribution, Creator and Pro permit streaming, and music on every plan excludes film, TV, radio and Studio Games. ElevenLabs' pages disagree on Free music: the Music Terms list commercial use on Free except film, TV, radio and Studio Games, while the Terms of Service, the help center and every pricing table say Free is personal use only, and the same Music Terms set Free downloads to not permitted.

Its pages also disagree on how many minutes of music each plan includes, so check both sources before you buy for music. This verdict rests on what ElevenLabs documents, not on our tests, which we have not run yet.

Strengths and limits

Strengths

  • Many audio tools, one credit poolEvery plan shares its credits across all products. Text to speech costs 1 credit per character on V2 Multilingual, about 10 minutes a month on Free and about 121 on Creator; music costs 900 credits a minute. Eleven v3 and 74 languages are listed on every plan.
  • Commercial license from $6 a monthStarter adds the commercial license, Instant Voice Cloning, Dubbing Studio, 20 Studio projects and commercial use of music (without streaming distribution). Unused credits roll over for up to two months on Starter; Free credits do not roll over.
  • Training opt-out on every planAny user can turn off "Improve the models for everyone" under profile, Terms and privacy, Data use; after that, new data is not used for training. Enterprise is excluded from training by default.
  • Transcription with speaker labelsScribe v2 transcribes in 99 languages with up to 32 speaker labels, word timestamps and files up to 3 GB. Free includes 12 minutes a month, Starter 1 hour 31 minutes, Creator 6 hours 7 minutes and Pro 30 hours 18 minutes.
  • Cloning and dubbing that scale by planInstant Voice Cloning starts at Starter and Professional Voice Cloning (1 slot) at Creator. Dubbing works on every plan, watermarked on Free and Starter; Creator adds 40 minutes of v1 and 12 minutes of Dubbing Studio without watermark a month, and Pro 200 and 60.

Limits

  • Free music rights: ElevenLabs' pages disagreeConflict. The Music Terms' Exhibit A says Free permits "All online and offline commercial use" except film, TV, radio and Studio Games. The Terms of Service, the help article and every pricing table say Free is personal use only, and Exhibit A itself sets Free music downloads to not permitted.
  • Music minutes: ElevenLabs' pages disagreeConflict. The pricing page lists 11, 33, 134 and 667 minutes of music a month on Free, Starter, Creator and Pro. The Music Terms list a generation limit of 11, 17, 62 and 304 minutes, plus a download limit of none, 30, 250 and 500 minutes.
  • Music quality and stems by planPlan limit. Starter and Creator get 2 and 4 stems, Pro up to 6, and Free none; no page names which instruments each stem holds. High-quality music download is clear only on Pro: for Creator, the pricing page ticks lossless WAV but not high-quality download, and the Music Terms say no.
  • The mobile app leaves out key toolsPlatform limit. Professional Voice Cloning, Studio, Dubbing, Eleven Music and the Agents platform are web only. The Music and Sound Effects APIs are not on Free. Voice clones cannot be exported as files.
  • No meeting notes or dictation documentedNot verified. We found no official page describing a meeting recorder or meeting notes, or dictation that types into other apps, on any plan. Whether the product shows ads is also not verified.

Based on what ElevenLabs documents for each plan, not on our tests.

What it documents for each use

  • Audio & Voice Make a song with vocals · Make instrumental or background music · Turn a script into a voiceover · Use a copy of my own voice · Dub a video into another language · Make sound effects · Transcribe recordings and files

A use is listed when at least one plan documents every feature a task needs. Answer quality is a separate question: see below.

Using it day to day

ElevenLabs runs on the web at elevenlabs.io and in an iOS and Android app that covers text to speech, Instant Voice Cloning, Voice Changer, Voice Isolator, Voice Design and Image and Video; Professional Voice Cloning, Studio, Dubbing, Eleven Music and Agents need the web. There is also an API. ElevenAgents integrations include Google Calendar, Google Drive, Slack, HubSpot, Salesforce, Zendesk, Twilio, Cal.com, Calendly, Jira and MCP servers, with no plan restriction stated.

Everything draws on one monthly credit pool. Creator adds 192 kbps audio and the option to buy more credits; Pro adds 44.1kHz PCM output through the API. Sound effects run 50 generations a month on Free, 150 on Starter, 605 on Creator and 3,000 on Pro, up to 30 seconds each. Voice agents include 15 minutes of calls on Free, 75 on Starter, 275 on Creator and 1,238 on Pro; extra calls are $0.08 a minute where offered, and the LLM cost comes out of your credits. The pricing page also shows first-month discounts; this page uses the regular prices. Scale, at $299 a month with 3 workspace seats, is grouped under business plans. The separate ElevenMusic and ElevenReader apps have their own plans, not covered here.

Privacy, data and ads

Any user can stop ElevenLabs from training on new data by turning off "Improve the models for everyone" under profile, Terms and privacy, Data use; Enterprise is excluded by default. You can download the audio you generate, export usage analytics as CSV, and request a copy of your personal information under the privacy policy, but voice clones cannot be exported as files. Whether the product shows ads is not verified; the privacy policy says personal information may be used to serve "more relevant marketing and advertising on our Services". On Free, anything you publish must credit ElevenLabs.

Read the vendor's own page: ElevenLabs privacy and data controls. We make no legal or compliance claim.

Test results

We have not tested ElevenLabs yet, so this page makes no claim about answer quality, and we show no example outputs. Run the same kit in it and in the alternatives, in your own account:

Getting started

  1. Start on Free. Treat it as personal use only: publishing requires "elevenlabs.io" or "11.ai" in the title, or "Eleven Music" for music.
  2. Before you upload your voice or private audio, turn off "Improve the models for everyone" under profile, Terms and privacy, Data use.
  3. If you will publish commercially, choose Starter or above. If you plan to distribute music to streaming services, choose Creator or Pro, since Starter prohibits it.
  4. For music, check both the pricing page and the Music Terms for minutes and download limits, because they disagree.
  5. Compare plans with other audio tools on our tools page, and read how we check vendor claims.

Questions

Can I use ElevenLabs output commercially?

On any paid plan, yes: Starter, Creator and Pro include a commercial license, except when you use Beta Services. Free does not include a commercial license and cannot be used for any commercial purpose, according to ElevenLabs' help center.

Can I use Eleven Music songs from the free plan commercially?

ElevenLabs' pages disagree. The Music Terms' Exhibit A lists commercial use on Free except film, TV, radio and Studio Games, but the Terms of Service, the help center and every pricing table say Free is personal use only, and Exhibit A sets Free downloads to not permitted. Treat Free music as personal use.

Who owns what I make with ElevenLabs?

ElevenLabs' Terms of Service say that, as between you and ElevenLabs, you retain all rights in your output. What you may do with it commercially still depends on your plan.

Can I put Eleven Music songs on streaming services?

Not from Starter: the Music Terms prohibit streaming distribution on that plan. Creator and Pro permit it. On every plan, music excludes film, TV, radio and Studio Games.

How much does ElevenLabs cost?

Starter is $6 a month, Creator $22 and Pro $99. Yearly billing is ten times the monthly price, paid up front: $60, $220 and $990. Prices exclude all taxes.

Does ElevenLabs train on my voice and audio?

ElevenLabs documents an opt-out on every plan: any user can turn off "Improve the models for everyone" under profile, Terms and privacy, Data use; new data is then not used for training.
